You can also try setting the exposure as recommended above, dialling those settings in in manual mode and popping the flash up, having a friend in the foreground off to one side. The result will be a perfectly exposed sunset with your friend correctly exposed with the fill in flash in the foreground, the friend has to be within range of the flash.
Just something else to try.
